Advocates say the latest data shows that Ontario employers have pocketed $9 million in wages in the 2021-22 fiscal year. Though governments say they’re introducing measures to counter the problem, advocates are concerned the exploitative practice of not paying employees has become the norm and worry it’s getting worse.
